Focus on growing small businesses into large businesses
According to the National Federation of Independent Business, these days, twice as many small firms are hiring than are firing – a distinct contrast with the big companies, where almost three times as many companies are firing than are hiring. The Small Business Administration believes that small companies have for years accounted for the bulk of the nation’s job growth.
Get jobs into District 16
The Senate Finance Committee recently approved a bill that would give a one-time tax holiday to companies that bring back to the U.S. profits that they have been keeping overseas.

Idea from Dr. Erwin Kellner. What should be added to this is a provision that these funds would have to be used to create jobs within the United States in order to qualify for this tax break.

South Carolina should also implement a tax holiday for companies that bring jobs home.

District 16 Communities should offer a property tax holiday for one year for every 10 jobs that a company guarantees will last 3 years or longer on their total payroll.

Leverage unemployment into business startups
Government matches percentage of unemployment income used to start up a company, provided, the government is reimbursed at 50% of profits of new company. If the business fails, the failed entrepreneur reimburses the government at 10% of annual salary upon reemployment until paid out.
Support training and education
Government should allow Tax Credits for companies that provide education and training for their current staff, subject to tests of transferability and utility of education or training for other employers.
